Registering civilian employment information required Published Aug. 15, 2013 By Sandra Pishner 446th Airlift Wing Public Affairs MCCHORD FIELD, Wash. -- Reservists who are paid for training are required to register information about their civilian place of employment. This is an old requirement renewed with a revised Web site for registrations. "The CEI program has been off line for about one year, but is up and running and appears to be working exceptionally well," said Tech. Sgt. Marvin Holland, 446th Force Support Squadron, military personnel flight chief of customer support here. The Civilian Employment Information Program is a mandatory disclosure by members of the Selected Reserve and Individual Ready Reserve of their civilian employers into a common database. The CEI program originated in March 2004. The first reports have revealed a very low number of 446th Airlift Wing members being in compliance with reporting their civilian employment information. "This is understandable since the CEI reporting program was off line for such a long time. The goal now is to bring everyone back into compliance," said Holland. Reservists can register and update their CEI online at https://www.dmdc.osd.mil/esgr and clicking on Civilian Employment Info Program. After clicking on the Web site, Reservists enter their employment status, employer's name, mailing address, civilian job title and total number of years in their current civilian occupation. Unlike previous military service efforts to voluntarily gather employer data, the CEI program is mandatory. Reservists who knowingly fail or refuse to provide their employment- related information, or provide false information, may be subject to administrative action. If on duty, they could face punishment for dereliction of duty under Article 92 of the Uniformed Code of Military Justice. "I know this requirement feels like one more thing on your 'to do' list, however, it is extremely important this information get input into the data base. Not only is the initial update important, but also to re-validate CEI on an annual basis," said Chief Master Sgt. Janice Kallinen, 446th Force Support Squadron superintendent. If you're not employed, but rather are a student or unemployed, there is a section to update that information as well. Reservists who are on orders and do not have a regular civilian job at this time they should complete this as unemployed. "I get a lot of e-mails from higher headquarters reflecting statistics," said Kallinen. "Every time I get a statistical e-mail, I have to admit, my eyes immediately go straight to the status of our wing. Over the years, I have grown accustomed to seeing our wing's statistics reflecting close to the top of the list. I'm confident our CEI statistics will improve if everyone gives a conscience effort to update this data." Guard and Reserve members are required to register information about their civilian employer and job skills, in order for the Department of Defense to meet three different requirements defined in law. The Department of Defense is required to: give consideration to civilian employment necessary to maintain national health, safety and interest when considering members for recall; ensure that members with critical civilian skills are not retained in numbers beyond those needed for those skills, and inform employers of reservists of their rights and responsibilities under the Uniformed Services Employment and Re-employment Rights Act.
