Reservists required to register, update civilian employment information

Reservists who are paid for training are required to register information about their civilian place of employment. The 446th Airlift Wing is sitting at 68 percent compliance.

"Our wing currently has 2,100 military members assigned," said Chief Master Sgt. Janice Kallinen, 446th Force Support Squadron superintendent. "With a 68 percent compliance rate, this means 672 members are not current with either updating or are overdue with their annual re-validation of their CEI."

The Civilian Employment Information Program is the first mandatory disclosure by members of the Selected Reserve and Individual Ready Reserve of their civilian employers into a common database. The CEI program began in March 2004.

Reservists can register and update their CEI online at https://www.dmdc.osd.mil/esgr and clicking on Civilian Employment Info Program.
After clicking on the Web site, Reservists enter their employment status, employer's name, mailing address, civilian job title and total number of years in their current civilian occupation.

Unlike previous military service efforts to voluntarily gather employer data, the CEI program is mandatory. Reservists who knowingly fail or refuse to provide their employment- related information, or provide false information, may be subject to administrative action. If on duty, they could face punishment for dereliction of duty under Article 92 of the Uniformed Code of Military Justice.

"I know this requirement feels like one more thing on your "TO DO" list, however, it is extremely important this information get input into the data base. Not only is the initial update important, but also to re-validate CEI on an annual basis," said Kallinen.

If you're not employed, but rather are a student or unemployed, there is a section to update that information as well. Reservists who are on orders and do not have a regular civilian job at this time they should complete this as unemployed.

"I get a lot of e-mails from higher headquarters reflecting statistics," said Kallinen. "Every time I get a statistical e-mail, I have to admit, my eyes immediately go straight to the status of our wing. Over the years, I have grown accustomed to seeing our wing's statistics reflecting close to the top of the list. I'm confident our CEI statistics will improve if everyone gives a conscience effort to update this data over the July UTA."

Guard and Reserve members are required to register information about their civilian employer and job skills, in order for the Department of Defense to meet three different requirements defined in law. The Department of Defense is required to: give consideration to civilian employment necessary to maintain national health, safety and interest when considering members for recall; ensure that members with critical civilian skills are not retained in numbers beyond those needed for those skills, and inform employers of reservists of their rights and responsibilities under the Uniformed Services Employment and Re-employment Rights Act.
